The Early Childhood Development and the Multidimensionality of National Security

This article seeks to describe the multidimensional approach of national security directing it towards the protection of the person and the achievement of their development. The multidimensionality of national security is based on the focus of human security and on the non-delegable responsibility of States to protect their citizens, incorporating the concepts of threats, threats and challenges established in the Special Conference on Security of Mexico in 2003 in the which highlights that both social justice and human development, within which early childhood development is found, are necessary factors to consider to guarantee the stability and security of States and their citizens. In the Peruvian case, this new approach has been developed with the participation of the different sectors of the public administration at the three levels of government, since the multidimensional approach to National Security recognizes that the threats, concerns, and other challenges to security are diverse in nature and multidimensional in scope, which is why the traditional concept and focus have been expanding to encompass new and non-traditional threats, which include political, economic, social, health and environmental aspects.
