No. 24 (2023): El Imperio de la Ley y la Seguridad Nacional

The National Security and Defense Doctrine specifies that in order to achieve the security of the Nation it is necessary to protect the dignity of the human person –in its national impact– and the very existence of the State, without which its inhabitants could not develop. Of these subjects, priority elements are determined that allow the identification and prioritization of what must be safeguarded and guaranteed in terms of continuity, since its affectation would put survival itself at serious risk. These aspects are called National Security Objects.

In this edition, one of these objects is analyzed -the democratic Constitutional State of Law- in its most internationally known meaning: the rule of law, clarifying that law is understood as the legal norms that govern the functioning of the State and whose main instrument is the Political Constitution of Peru that all Peruvians, without exception, are obliged to respect, as well as promote compliance.
