Abstract

In the edition that coincides with the 73rd anniversary of our higher education institution, we analyze a problem that has increased in the last 40 years and that goes unnoticed, causing "normal" behavior to appear in the thoughts of many Peruvians, even in high-level authorities who, when occupying a position, establish their own procedures, exceeding the established norms.

The articles we present affect these aspects, as well as the causes and effects of this social phenomenon, they also present approaches for its solution, leaving us as a reflection on the urgency of national and multisectoral work in favor of formalization and respect for the democratic constitutional state of law.

  • Fernando Elías Zegarra López, Centro de Altos Estudios Nacionales-Escuela de Posgrado

    Master of Science in National Security Strategy - National Defense University - Washington DC. Graduate in Military Sciences with a mention in Administration, Diploma in Democracy and Human Rights from the PUCP; Public Administration and Management - CAEN; in Human Potential Management, Strengthening in Public Management - ESAN.

    With studies in Public Relations at the USMP; Civil and Military Responses to Terrorism in the CCMR-NPS USA; and in Applied Public Policy Methodologies CeTRIS- Brazil, in the design of performance indicators by the School of Government and Public Policies -PUCP

    He was Director of Strategy and General Director (e) of Policy and Strategy of the SEDENA, Head of the OSDENA of the MTPE, and Inter-agency Articulator in an entity attached to the PCM, professor at the EMCH, ECFFAA, ENI and CAEN-EPG. Speaker, panelist and moderator of national security events in Peru and abroad;

    Editor of the book “Method for the formulation of National Security and Defense Policy” (2015) ISBN 9778-612-46927-0-3. Editor of the academic journal Cuadernos de Trabajo and Content Editor of the Magazine of Science and Research in Defense.

    Columnist in the Diario Correo. He publishes national security issues on the blog Honor y Patria

    He holds the Peruvian Cross of Military Merit Decoration in the rank of Grand Officer.
