STRATEGIC AUTONOMY: REALITY AND CHALLENGES FOR STRATEGIC PLANNING AND DECISION-MAKING IN SECURITY AND DEFENSE POLICIES

The objective of this article is to analyze the capacity of States to make decisions related to defense and security policies under the scope of multidimensional security, incorporating current geopolitical events within the framework of strategic autonomy. The research sought to determine whether State institutions and the tools available to governments are appropriate and available to make short, medium, and long-term projections in the economic, political, security, defense, among others, within a context of strategic planning. In addition, it will explore how adaptable Peru's strategic security and defense planning is through CEPLAN and the proposal of flexible policies to facilitate the reformulation of plans and the vision for future developments.
