Author Biography

  • Fernando Elías Zegarra López, Centro de Altos Estudios Nacionales-Escuela de Posgrado

    Master of Science in National Security Strategy from the National Defense University of the United States of America - Washington DC. Locensed in Military Sciences with a mention in Administration, Diploma in Democracy and Human Rights from the Pontificia Universidad Católica del Perú; in Administration and Public Management from the Centro de Altos Estudios Nacionales; in management of Human Potential, and in Strengthening in Public Management from the ESAN University.

    With studies in Public Relations at the San Martín de Porres University; Civil and Military Responses to Terrorism at the Center for Civil and Military Relations, US Naval Postgraduate School, Monterey-California; and in Public Policy Methodologies applied internationally for the design and formulation of National Policy and Defense, by CeTRIS-Brazil. Certificate in design of performance indicators from the School of Government and Public Policy of the Pontificia Universidad Católica del Perú.

    He is currently Head of the Department of Doctrine of the Center for Higher National Studies - Graduate School; editor of the "Cuadernos de Trabajo Magazine" and content editor of the "Journal of Defense Science and Research-CAEN". He publishes at http://honorypatria.blogspot.com and in the Diario Correo.
