Abstract

Peru is a country that over time has built and maintained its democracy in direct relation to the full exercise of the fundamental rights of its society, conditioned to the political, economic and socio-cultural context of the population. In these processes, respect for the Democratic Constitutional Rule of Law has meant an arduous task, given that history records events that in some way proposed to alter the bases of democratic institutionality, threats such as terrorism have marked milestones not only in Peru but also in countries of the region, the lessons learned have not allowed for a frank national reconciliation; Currently, different scenarios prevail, but with similar objectives and methods that have used inequality and dissatisfaction of the people in search of new confrontations, constituting a threat to national security, incited by internal and external political operators, resulting in constant protests and conflicts with the purpose of attacking the Democratic Constitutional Rule of Law and destabilizing it. In this scenario, it is a priority to raise new proposals and strategies in the field of national security as a gravitating factor to sustain the Democratic Constitutional Rule of Law, the State Institutions, development and social peace, these paths must have a transversal alignment throughout the State, internalizing the concept and meaning of national security in the population is a challenge, however, it is only a part of the problem, because it is only a part of the problem, It is therefore urgent to clearly internalize the multidimensional approach to security, to implement strategies and decisive actions to preserve the interests of the State, but above all to safeguard the full exercise of institutionalism, and there is no doubt that recent events will allow for a rethinking of the actions of the forces of order and the support of the armed forces.
