State Secrecy in the Economic and Financial Fieldfor National Security

Abstract

The main objective of this article is to show, on the one hand, the specific needs of the Peruvian State to implement secrecy policies regarding certain economic and financial information that may put at risk or generate greater threats to national security and defense both in times of peace and in hypotheses of military war and, on the other hand, to show that there is also a need to make certain economic and financial information transparent in order to give signals of clean management of public administration such as the open management of bank secrecy on occasions that merit its use, whether in the military or legal fields, and in this way correct approaches can be focused on when to use and when not to use the so-called state secrecy.
