Institutionality of Intelligence Services: Strategy to Confront Organized Crime as a Threat to National Securityto National Security.

Abstract

For some time now, organized crime has become a phenomenon considered a threat to National Security that affects the stability of the democratic institutions of the state and at the same time threatens the security of the population. For this reason, the Peruvian State, in its different governments through the Ministers of the Interior, have been involving the intelligence bodies of that sector in the investigation processes against organized crime directed by the Public Ministry despite the fact that they do not have powers or functions that are protected by the legal regulations for said participation, attacking – in this way – the institutionality of the National Intelligence System (SINA) governed by the National Intelligence Directorate (DINI). Under this scenario, in order to know the possible consequences on the adopted strategy, this article was carried out under a qualitative approach through the hermeneutical analysis of various documentary-type analysis units. The study concluded that the involvement of intelligence system bodies in crime investigation activities could result in the not-too-distant future affecting the penal system and state policy in their effectiveness in the fight against crime. organized as a threat to National Security.
