Abstract

Informality in Peru is not a new phenomenon and although several measures have been implemented in recent years to mitigate it, the truth is that they have had little or no effect in achieving this objective. This problem would seem to be due not only to temporary issues such as the growth of the economy or social stability in the country but mainly to structural factors which, in sum, have generated a national rate of over 70% informality. This situation is extremely serious because it weakens the formal economy, fosters corruption and organized crime, and affects citizen security; therefore, it is a major constraint to development and, since this is the basis for national security, it is necessary that the analysis be carried out from a multidimensional perspective to ensure the stability of the country. In this sense, the causes, and consequences of informality in Peru have been reviewed to describe the opportunities in terms of employment and business innovation as well as the challenges in terms of loss of tax revenues and limitations for sustainable economic development.
