We address the problem of informality in Peru, auscultating to its origins and the complex relationships that have occurred in the last half century in the State – Company – Person relationship. We now understand that it has become a social, cultural and economic phenomenon that has grown steadily and that threatens national security, as there is a constant lack of attachment to legal compliance when commercial and labor activities are carried out between people and companies. A weak State incapable of meeting the basic needs of the country that added to the expansion of the phenomenon, requires strengthening itself to get out of the problem and start the path towards a social, cultural and economic transformation that allows building "a country without informality"
